Islamabad June 15 2023: Kot Addu Power Company demands electricity generation tariff of ranging from PKR 33.75 per unit to PKR 77.31 per unit in petition filed with NEPRA.
KAPCO has requested two part tariff i.e. energy component and capacity component for Plant 1 on Take or Pay basis and Plant 2 on Take and Pay basis.
KAPCO has also requested two part switchyard tariff comprising Energy Transformation Charges of Rs. 0.0512/kWh and fixed charges of Rs. 219.2581/kW/Month. KAPCO has assumed average load factor of 30% for tariff calculation. KAPCO has requested indexation/adjustment of tariff on fuel price, CPI, exchange rate and KIBOR.
KAPCO has requested reimbursement of pass-through items i.e. WWF, WPPF and corporate taxes etc. KAPCO has also requested adjustment on account of Start-ups cost, degradation, part load etc.
Energy Component include Fuel and Variable O&M while Capacity component include Fixed O&M, Cost of Working Capital and ROE.
KAPCO requested ROE of 17% with CPI indexation and working capital on the basis of 3 months KIBOR +2%.
The tariff is based on following assumptions:
HHVRLNG/Gas price of USD. 12.7148/MMBTU.
LSFO Price of PKR 111,047.93 per ton including transportation cost.
HSD Price of PKR. 280.75 /litre including transportation cost.
Exchange rate of Rs. 265.95/USD has been assumed.
KAPCO has also requested for the grant of a provisional approval of Reference Generation Tariff and Switchyard Charges (the “Provisional Tariff Application”) pursuant to Rule 4(7) of NEPRA Rules.
